You still have owner-builder status even if you hire tradespeople. The property owner becomes the owner-builder when there is no permit.

Owner-builder property inspection reports are required by law in the state of Victoria.


Prior to selling owner-built construction, section 137B of the Victoria Building Act 1993 requires the building work to be inspected and reported on by a licensed building practitioner. The report forms part of the Section 32 transfer documentation at the time of sale.

This legislation applies to owner-builders for:

  • Work completed WITH a permit in the last six years and six months
  • Work completed WITHOUT a permit if done within the last 10 years
  • Project Inclusion and Size Neutrality
